PRESS RELEASE – August 4, 2023 – 2:30 p.m.
FOR IMMEDIATE RELEASE
The Corporation of the Town of Cochrane, Ontario
Last Thursday July 27th, CUPE and Town bargaining committees met again, in a final effort to try to avoid a strike.
As this dispute is now only about money, the public will be interested to know how much the Town offered the Union in those discussions.
This offer represents one of the best deals in the region.
The Town’s employees enjoy more holidays and superior benefits than most others in the region.
The Town’s offer is adding to an existing wage base that is above average, including having one of the highest paid daycares in province. In addition, in an effort to avoid a strike, the Town withdrew all non monetary asks that would have allowed more efficient scheduling to meet community needs. The Town withdrew a proposal that would treat the Truth and Reconciliation Holiday as a regular work day in Day Care, (with a day off in lieu to be scheduled at a mutually agreed time) as most parents with children in Day Care don’t get this day off and rely on our service.
Unfortunately none of these moves resulted in a deal.
Council has a responsibility to be careful stewards of the public trust. Any increases to the cost of wages, which represents the most significant part of the Town’s budget, must be passed on as additional tax increases. At a time when taxpayers are struggling with little to no increases to their income and an elevated cost of living it is critical that we strike a balance between fairness to our employees and fairness to the public.
We believe our offer is both fair and responsible. Our hope is that our employees will give reconsideration to their position and return to work.

• Expect delays.
• Walk or drive carefully through the picket line.

• Be calm and courteous.
• Do not take comments or events personally.
• Avoid confrontation or provocation when crossing the picket line.

FOR IMMEDIATE RELEASE
Cochrane Mayor Peter Politis | Cochrane, Ontario
TOWN PROVIDES EMPLOYEES IMPROVED OFFER
July 28, 2023, Cochrane Ontario: Town of Cochrane and the Canadian Union of Public Employees Local 71 worked together behind closed doors on Thursday July 27, 2023 to make a joint attempt at finalizing a contract. The Town’s final offer is being brought to the Local membership on Sunday July 30, 2023 for a vote.
As of midnight July 28, 2023 the workforce will be in a legal position to strike and the Town to lock out, should either choose to do so.
We don’t expect any job action to take place this weekend in advance of a ratification vote on Sunday, and until that vote takes place, it is not respectful to release any details of the current offer. However, we will do so in the near future to provide the public appropriate disclosure.
In the event that job action ensues (which can take place anytime after the vote) the Town has developed comprehensive contingency plans to provide services to the municipality. While there may be some delays, ALL services except daycare will be provided as usual. The users of daycare were provided notice to prepare for this possibility a couple of weeks ago. While a backup plan exists for water services, if at anytime it is determined that water safety is at risk adjustments to service could be undertaken including issuing a boiled water advisory. While a plan currently exists to provide water service as usual, the public is encouraged to use good judgement on how best to prepare. “As water and waste treatment are essential life services we are confident that our employees who typically take this responsibility quite seriously will join us in placing public safety ahead of all else and not associating this essential service to job action or wage increases”, stated Mayor Peter Politis.
“The Council and the Town have a difficult role to play in that we must balance being fair to the workforce as well as those who pay the bill for the settlement. We have worked extremely hard with the Town’s employees to provide them not only a fair deal, but one that is more than fair and highly competitive. It is important to the Town and Council to continue our historical tendency of being fair with our workforce as demonstrated by the previous collective bargaining agreements over that last decade and a half leading to wage increases that outpaced inflation by 71% and provide more statutory holidays then any other agreement in the region. They deserve that respect”.
Mayor Politis adds, “after benchmarking against other similar municipalities and reviewing the historical growth in wages, it is clear our employees are being treated very fair and above standard by this offer, all considered. Our responsibility now is to focus on those paying the bill. Recognizing that most of them do not have these wage increases and have not had historical wages increases that have outpaced inflation. As such, they cannot keep pace. They too are experiencing cost of living challenges and every increase in wages on this end just adds to an already exasperating burden. Council feels our focus should now be on being fair to them, seeking appropriate balance. We remain optimistic in our workforce to make the right choice after careful consideration, as they historically tend to do. Either way we will respect their choice”.
