Job Description

Under the general guidance and direction of the Director of Infrastructure, the Municipal Engineering Technologist will collaborate in the review of technical submissions relating to residential, commercial, and industrial development applications for servicing and all infrastructure construction as related to utilities, drainage and road network. The Municipal Engineering Technologist will also be involved in the collection of design, servicing, and costing data for the maintenance of the Department’s databases and filing system for GIS and asset management. The Municipal Engineering Technologist will be required to liaise with landowners, consultants, other approval authorities and other departments as required.

Minimum Qualifications

Education/Qualification/Experience/ Skills

  • Three year College Diploma in Civil Engineering Technology or related discipline
  • Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
  • A minimum of 3 years’ experience directly related to the design and contract administration of projects and land development, preferred municipal experience in wastewater, water main, storm sewer and roads. Previous experience in project review in a municipal environment is an asset
  • Proficient in engineering principles, surveying GIS, AutoCAD and the ability to interpret construction/engineered drawings.
  • Some experience in construction and engineering materials is an asset
  • Ontario Drivers License Class ‘G’- As a condition of employment, you will be required to provide a
    satisfactory drivers abstract.
  • Successful completion of Provincial Bill 124 exams, would be considered an asset or ability to obtain. (Legal/process for the Chief Building Official, House, Plumbing – House, HVAC – House, On-Site Sewage Systems)
Requirements & Responsibilities


  • Conduct detailed reviews of Engineering submissions to ensure compliance with all applicable Town standards and design criteria
  • Prepare comments detailing results of the technical review
  • Review submissions with the applicant and consultant to resolve outstanding design issues using standard engineering principles and practices
  • Respond to customer requests relating to existing infrastructure and the Town’s design standards and engineering submission requirements
  • Coordinate the design, utility coordination, approvals, tendering and administration of assigned capital and operating projects
  • Assist in capital budget preparation and review. Provide cost estimates and a capital plan for the annual budget process
  • Assist in the planning of capital and operating projects for expansions and improvements to the Town’s infrastructure and provide technical advice and guidance with respect to the impact of development on municipal networks.
  • Design, administer, and inspect capital municipal projects, organize engineering and legal surveys, easement acquisitions and geotechnical investigations
  • Ensure projects are delivered on scope, on schedule, and within budget in accordance with Town standards, and to enable the Town of Cochrane to continue to deliver the services that it provides; maintain community sustainability; and to provide a high quality of life for the citizens and visitors of the Town of Cochrane.
  • Review and address inquiries regarding engineering site plan issues for applicants, consultants and outside agencies
  • Provide input to the preparation of Site Plan Agreements
  • Represent the Infrastructure Services Department at meetings with the Director as required
  • Conduct site inspections of internal and external Town projects.
  • Supervise internal construction projects such as water main installation, road rehabilitation, etc.
  • Data collection and assessment for asset management modules and GIS system.
  • Provide support to other staff members as assigned
  • Assist the Director in special projects as required
  • Review invoices submitted by consultants and recommend approval for payment.
  • All other duties as assigned.
